PRE-GAME
1. Field Set-up:
a) Arc at home plate = 5 feet
b) Pitcher’s mound = 40 feet
c) Pitcher’s Circle = 10 foot diameter
d) Bases = 60 feet apart
2. Game & Player Equipment:
a) Home team will provide 2 new game balls to the umpire prior to the start of the game.
b) NO wooden bats are to be used. The maximum barrel size should be 2 3/4
c) Helmets are MANDATORY for batters and runners.
d) All players on field must be “prepared to play”. This means in full uniform - which includes personal protective gear.
3. Lineups and Positions
a) Team can field ten (10) players in the field. When a team has 10 players on defense, four of the players must play outfield, equally spread across the outfield.
b) Outfielders must play in an arc at a distance of at least 20 feet behind second base. Outfielders may not cover a base.
c) Every available player on a team will bat in a continuous batting order in a game.
d) A late arriving player will enter at the end of the batting order as the last batter in the score book. If a player shows up after the entire team has batted, they can still be added to the end of the batting order.
e) Call-Up Players. For regular season play, a team that does not have ten (10) players of their own may use a player from another 8u team sponsored by their community.
f) It is the intent of the league for all players to have the opportunity to play every position on a regular basis, within limits for their safety and capabilities (i.e., don't have a player pitch that can't throw the ball as far as home plate or have a player that struggled to catch the ball play first base). Players should rotate regularly between infield and outfield.
g) If a team has more than ten (10) players, all players must sit out at least once, before a player can sit out for a 2nd defensive inning.

GAME SPECIFIC
1. Regular game length will be 6 innings.
2. 5 run maximum per inning for the first 5 innings. Unlimited runs in the 6th and subsequent innings. **If the umpire decides to shorten a game due to time, weather, darkness, etc. - The umpire is to notify both team managers and then call “last inning” at the top of an inning. In this case, that last inning would be unlimited runs.
3. Any game with 4 completed innings is a complete game.
4. There is no slaughter rule.
5. Time limits on games 2 hours. No inning shall start after two hours.

BATTING
1. Batters are not allowed to bunt: If a bunt attempt is made, the batter will be charged with one swing.
2. Bat Throwing:
a) Bats must not be “thrown” in an unsafe manner. Interpretation is at the discretion of the umpire. After the initial TEAM warning ALL subsequent batters who violate this will be called out.
b) If a batter is called out for throwing the bat - all runners return to their starting bases.

PLAYING THE FIELD
1. There will be a limit of 6 infielders - (pitcher, catcher, 1st, 2nd, 3rd, shortstop.)
2. The will be a limit of 4 outfielders. The remaining players are to be rotated in.
3. A player in the short-center position must be positioned on the outfield grass behind 2nd base. Outfielders may not enter the infield to tag a player out or cover a base to make a force out. Outfielders may only throw the ball to a base to make a force out.
4. No player shall play the same position for more than 3 innings (consecutive or not), in a game.
5. Each team may have 2 outfield coaches stationed BEHIND the outfielders and a coach stationed behind the catcher. Coaches may not touch a live ball.

PITCHING
1. All pitches in all innings must be thrown overhand.
2. Specifics regarding Adult pitch innings:
a) An adult of the manager’s choosing will pitch to his or her own team.
b) The adult pitcher is not allowed to interfere with or direct play while on the playing field.
c) Once a ball is pitched and the ball is hit into play, the adult pitcher must exit the field of play.
d) The adult pitcher must START the pitch with 1 foot in the circle
e) Any ball that hits the adult pitcher is a dead ball and does not count as a pitch.
f) If the adult pitcher is hit with a thrown ball because there is no attempt to exit the field of play, the batter will be called out.
g) The maximum number of pitches or swings in any combination to any one player shall be no more than 6 per at bat. If no hit occurs, the batter is called out. h)If the batter hits a foul ball on the last pitch from his coach he may get another pitch.
i) No walks will be allowed.
2. Specifics regarding Kid pitch innings:
a) Kids will pitch inning 3 and 4
b) The umpire will call balls and strikes.
c) Umpires will call the game from behind the pitcher’s mound during kid-pitch innings.
d) Walks will NOT be allowed. After Ball 4 the Adult Pitcher will re-enter the game for 3 additional pitches only. If the ball is not put into play after the 3 additional pitches the batter will be out. If the batter hits a foul ball on the last pitch from his coach he may get another pitch.
e) No child shall pitch more than 1 inning. 1 pitch constitutes an inning for the child. Meaning, if you pull the child after 1 pitch, they may not be put back in as the pitcher during that game.
f) If a pitcher hits two batters he must be replaced
g) There are unlimited trips to the pitcher’s mound.

BASE RUNNING:
1. Runners are NOT permitted to steal or leadoff bases. Runners cannot leave the base until the ball is HIT. Runners will be called OUT after a TEAM warning is issued.
b) If, in the opinion of the umpire, a runner intentionally collides with an opposing player - and it is felt that the collision could have been avoided by sliding - the umpire may call the runner out. Runners must slide to avoid contact.
c) There is No Infield Fly Rule.

CONTROL:
1. ANY infielder must have possession (control) of the ball inside the pitcher’s circle for play to stop.
2. 2/3 mark between 1st and 2nd and 2nd and 3rd If a runner is 2/3 of the way to the next base when play is stopped, the player will get that base. If the runner is not 2/3 of the way there, the play is dead and the runner goes back.
3. when advancing to HOME runner must reach HOME not 2/3 mark before ball is under control in circle. If runner has not crossed plate before the ball is under control in circle runner will be sent back to 3rd base. THIS IS TO AVOID COLLISIONS AT HOME

OVERTHROWS
1. All overthrows in the infield will be considered a live ball unless thrown out of play if thrown out of play runner gets the base they are going to NO ADDITIONAL BASE AWARDED
2. A ball thrown from the infield to the outfield is considered a dead ball and the runners cannot advance.

CODE OF CONDUCT PARTICIPANT/ PLAYER / SPECTATOR
1. Only the manager, coaches, scorekeepers and players are allowed in the dugout. A maximum of 4 non-players will be allowed.
2. Participants and/or players must not act in an unsportsmanlike manner. IE: throwing equipment and/or using foul language, etc.
3. Acknowledging an offense by a participant / player during a game is the responsibility of the team manager and/or the umpire.
4. The penalty for a player acting in an unsportsmanlike manner will consist of the manager removing the player’s hat, which will designate that the player is not in full uniform and “benched“.
5. Park District imposed COVID rules MUST be followed or games WILL NOT be played.
6. No alcoholic beverages are allowed anywhere in the parks. No smoking will be allowed in the dugout or on the field.
